German Foreign Minister Frank-Walter Steinmeier has called on the European Union to support reforms in Cuba.
Speaking in Berlin, the minister said the changes initiated by Raul Castro were "small developments and not merely gestures". He added that further progress also depended on Europe supporting the Cuban reform process. Communist Cuba recently commuted the death penalty for some dissidents to prison sentences. Raul Castro, the brother of longterm state leader Fidel Castro, also allowed individuals to purchase computers, DVD players and mobile telephones. The EU is split over its future course towards Cuba. Countries like Spain are in favour of rapprochement. The Czech Republic and other former communist states reject closer ties over human rights violations in Cuba.
