The human rights group Amnesty International says civilians are completely at the mercy of armed groups in Somalia.

Somalis mourn killed peace cleric ... dire. It says government troops, their Ethiopian allies and other armed groups out of control. The report also accuses the groups of carrying out killings, torture, rape, beatings, and arbitrary detentions. Troops shot two Somalis dead on Monday in a protest against rising food prices in the capital, Mogadishu. People who have visited the city, recently say parts of it are deserted, but Amnesty says residents fleeing Mogadishu are prey for armed bandits. Even in refugee camps Somalis face attack. Amnesty says no one is offering them any protection.
