missile defence radar base is to be built in the Brdy military district some 90km southwest of Prague. Czech-U.S. negotiations on the main treaty have been completed, while the two countries are still discussing the other treaty, SOFA, that deals with the stay of U.S. troops in the country. The Czech government said both treaties could be signed in June or July. After their signing, they need to be ratified by Czech parliament. The drawing of money from European funds has been a series of wasted opportunities, Lubomir Zaoralek, Social Democrat foreign policy expert, said. happen when the Czech Republic will hold the EU presidency in the first half of next year, he added. The Czech Republic behaves like a rebel in the EU. It is incomprehensible for its EU partners that senators for the Civic Democratic Party (ODS) have asked the Constitutional Court to check whether the Lisbon treaty is compatible with the Czech constitution, Zaoralek said. The CSSD is for the alliance with the USA, but against vassalage, CSSD leader Jiri Paroubek said. The project is part of the effort to establish national security outside NATO and the EU, Zaoralek said. The Social Democrats are working on a chain hunger strike against the U.S. radar now held by the No to Bases group, he added. Social Democrats also criticised the Czech Republic's recent recognition of Kosovo. The CSSD passed a resolution blaming the government for violating the general principle of continuity of foreign policy, for changing the basic course of multilateral cooperation with partnership and allied structures, only focusing its links to the sole ally, the USA. The government significantly lowers the Czech Republic's international prestige and harms its credibility in the EU, the resolution said. The CSSD should immediately stop the talks on the radar, to implement the European course of the nation and to take part in the talks on joint defence within NATO and the EU, it added. The cabinet should reconsider its decision to recognise Kosovo as it contradicts a resolution of the Chamber of Deputies, the Social Democrat said. Paroubek said the government could not rely on the Social Democrats' tolerance during the EU presidency, if it were not ready to cooperate with them.
