03.06.2008 - Czech press survey

Topolanek has labelled Tlusty a renegade, while Tlusty presents himself as the only true promoter of the ODS programme. Tlusty enjoys support of the party's central Bohemian branch, but in the ODS in general the situation is not favourable for him, Zverina writes. As far as Tlusty's future is concerned, much is indicated by his recent debate on possible cooperation with MEP Jana Bobosikova, head of a minor extra-parliamentary party, Zverina says. As no democratic party is interested in cooperating with Tlusty, he should not hesitate and he should straight return to the political party he joined as the first [before 1989], i.e.

incautious, Pavel Verner writes in the daily Pravo. If Topolanek ousts Tlusty, can he still count with the votes of deputies Jan Schwippel and Juraj Raninec and maybe other ODS deputies [who might side with Tlusty]? Verner asks. It seems unbelievable that Topolanek would make such a statement, playing into his arch-rival's hands, without any consideration. Why has he said this?" Verner asks. Maybe Topolanek knows for sure that his friend Dalik has struck another good deal in the meantime, Verner adds, alluding to the defectors from the opposition Social Democracy who have kept Topolanek's government afloat in the lower house and who, according to some, might have been "bought" by Topolanek's influential unofficial aide, Marek Dalik. Topolanek's words that it was a mistake when he had defended Tlusty and even appointed him minister in his first cabinet in late 2006, are reminiscent of the previous words of Milos Zeman former prime minister for the CSSD, who similarly "regretted" his mistake after being disappointed by his favourite "crown princes," Vladimir Spidla and Stanislav Gross, Verner writes in conclusion. Labour and Social Affairs Minister Petr Necas (ODS) is planning to commit a sharp foul in reaction to the Constitutional Court's (US) verdict declaring the abolition of sickness benefits for people in the first three days of illness unconstitutional, Tomas Nemecek writes in Hospodarske noviny. Necas said he would temporarily reintroduce these sickness benefits but later he would push through their abolition as of next year again. "We respect the Constitutional Court verdict," he said. As if someone slapped your face, adding "Nevertheless, I respect you," writes Nemecek. True, the US verdict was far from sharp-witted, its explanation was feeble and three days without sickness benefits is something quite usual in Europe, Nemecek says. However, though the US can be criticised, it has to be respected, he points out. Following the US's recent "whimsical" verdicts on individual parts of the government's public finance reform, Hospodarske noviny wrote that they undermined the US's authority and politicians would undoubtedly start trying pushing through controversial proposals [in expectation of the US's lenience]. However, unexpectedly and embarrassingly, it is Necas, a polite conservative, who is the first to come up with a foul, Nemecek concludes.
