Earlier Steinmeier met with Israeli and Palestinian leaders, urging them to continue their efforts to come up with a framework peace agreement by the end of the year. The main purpose of Steinmeier's visit was to lay the groundwork for a Middle East security conference to be held in Germany later this month.
