Stehlikova said she would submit the report's final version along with a planned future strategy to the government in September.
While the overall unemployment rate in the Czech Republic that dropped to 5.2 percent in April is lower than in other EU countries, the unemployment among young people aged 15-24 is high above the EU average level.
According to the report, a large part of the young Czech unemployed are Romanies.
The situation is critical especially in the Usti nad Labem region, north Bohemia, and in north Moravia, where young Romany job seekers have almost no chance to be employed, Stehlikova said.
She said Labour Offices have succeeded in finding jobs mainly for people who lived on unemployment benefits for a short time.
When seeking jobs for Romanies who often have no qualification, the offices should more cooperate with NGOs that specialise in this problem, she added.
A recent CVVM agency's opinion poll showed that two-thirds of Czechs believe that Romanies had worse conditions at work than the majority population.
