governors want new climate policy -- Czech deputy PM ... effort to decrease greenhouse emissions. The Environment Ministry wants to sign the contracts on the sale by the year's end. The Czech Republic will gain free units to release carbon dioxide thanks to a marked decrease in emissions in the 1990s. It negotiates the sale of the carbon credits, based on the Kyoto Protocol rules, with some countries, including Japan. The Environment Ministry plans to invest the revenues in external insulation of houses, the exchange of old coal-burning boilers that emit dangerous dust particles into the air, and other environment protecting measures. But the final decision will be made by the government. Environment Minister and Greens chairman Martin Bursik told senators today that the revenues may amount to 20 billion to 30 billion crowns.
