A French foreign ministry spokesman questioned the "objectivity" of the commission that produced a report with the allegations. The report, released on Tuesday, says France knew of preparations for the genocide, and that the French military helped plan the massacres and actively took part in them. It names 13 senior politicians and 20 military officials, raising the prospect of legal action against them. Kigali cut diplomatic ties with Paris in November 2006 over the question of responsibility for the genocide. The UN estimates that the 100-day killing spree left around 800,000 people dead, mainly minority Tutsis and moderate Hutus.
