a crisis meeting of NATO foreign ministers has begun with calls to Russia to withdraw its troops from Georgia as part of last week's French-brokered peace deal.

German Foreign Minister Frank-Walter Steinmeier said Russia should pull out of what he called "at least the heart of Georgia" to make possible talks on a durable ceasefire. He warned against any break in dialogue with Moscow. British Foreign Secretary David Miliband said NATO's offer of eventual membership to Georgia and Ukraine, made in April, should be upheld. Russia should not be isolated, he added. This follows a US suggestion that NATO consider suspending meetings of the NATO-Russian Council, founded in 2002. Diplomats in Brussels say some of the North Atlantic Treaty Organisation's 27 members, noteably ex-communist states, back the US stance, while others are mindful of Russia's energy deliveries to western Europe.
