The decision is yet to be assessed by the Senate and President Vaclav Klaus.
The government says it wants to draft a new bill to define civil servants' status.
The parliament passed the service law in April 2002 but the start of its validity has been postponed three times since.

Labour and Social Minister Petr Necas (Civic Democrats, ODS) previously told the deputies that the government is planning a new bill to set general rules for civil servants.
Necas said he would like the whole political spectrum to reach consensus on the new bill so that it were not changed each time with the arrival of a new government.
Another reason for today's further postponement of the service law's effect is that the state does not have enough money to finance it, Necas said.
