The German government has joined the chorus of international outrage at Russia's move. A spokesman for Chancellor Angela Merkel said she had told Russian President Dmitry Medvedev by telephone that Moscow's decision violated international law. Meanwhile, Russia says it is monitoring the build-up of NATO forces in the Black Sea. A top Russian general said NATO must respect restrictions set in the so-called Montreux Convention of 1936. The agreement restricts the number of vessels that could be deployed in the basin by countries from outside the region. NATO said on Friday it had begun routine exercises in the Black Sea that had been planned before the Georgia conflict broke out.
